Authorized to provide Licensed Plus quality child care awards in the amount of $40,735.50 to six Licensed Plus child care providers throughout the State of NH, as detailed in letter dated January 23, 2008, Effective upon G&C approval through June 30, 2008. 100% Federal Funds. The Monadnock Community Early Learning Center in Peterborough is receiving an award of $9,387.18

Department of Transportation

Authorized Bureau of Highway Design to amend a contract with Clough Harbour & Associates LLP, Keene, NH (previously approved by G&C on 8-21-01m item #323), for the final design of the expansion of the Spaulding Turnpike from Exit 11 to Exit 16 in the City of Rochester, by increasing the amount by $670,392.58 from $6,664,656.95 to $7,335,049.53. Effective upon G&C approval through August 27, 2008. 100% Turnpike Funds.

Authorized Bureau of Construction to amend a contract with Park Construction Corp., Fitzwilliam, NH (previously approved by G&C on 11-15-06, item #176), for the reconstruction of the NH 101/Winchester Street intersection and other improvements in the City of Keene, by increasing the contract amount by $50,000 from $6,816,989.80 to $6,866,989.80. Effective upon G&C approval. 80% Federal, 20% State Highway Funds.

Authorized to amend a sole source contract with Southern NH Services Inc., Manchester, NH, (previously approved by G&C on 9-19-07, item #5), for the Fuel Assistance Program by increasing the amount by $623,335 from $4,434,180 to $5,057,515. Effective upon G&C approval through September 30, 2008. 100% Federal Funds.

Authorized to amend a sole source contract with Southwestern Community Services Inc., Keene, NH, (previously approved by G&C on 9-19-07, item #6), for the Fuel Assistance Program by increasing the amount by $571,554 from $1,715,481 to $2,287,035. Community College System of New Hampshire

Authorized, as detailed in letter dated January 15, 2008, the college name changes within the Community College System of NH as approved by the Board of Trustees. The Community College System is changing the names of the schools throughout New Hampshire to reflect a more comprehensive program.

Department of Transportation

Authorized the Bureau of Right of Way to sell a 0.6 acre parcel of State owned land located in Merrimack to The Thomas More College of Liberal Arts for $30,000 plus a $1,100 administrative fee. Effective upon G&C approval. Private/Local Funds.

Department of Administrative Services

Authorized to accept and place on file the Report and Findings of Councilor Debora Pignatelli with regard to the refinancing of certain existing indebtedness, the renovation and expansion of the College's library, the renovation of two of the College's dormitories and the funding of a debt service reserve fund in connection with Rivier College, Nashua, NH.

Attorney General

Authorized to enter into a sub-grant with the Nashua Police Athletic League, to support the continued operation of the Youth Safe Havens program in Nashua in the amount of $20,000. Effective upon G&C approval through September 30, 2009. 100% Federal Funds. The Youth Safe Havens Program is part of a national initiative to create youth "safe zones" within low-income housing areas. A local police officer works out of the facility. The hope is that youth can come to the facility to get services such as tutoring and mentoring that will help them to better succeed in life.

Department of Resources and Economic Development

Authorized Division of Parks and Recreation to enter into a contract with Turnstone Corporation, Milford, NH, for the site drainage, ADA ramp and stairway report of Catamount Pond Pavilion at Bear Brook State Park in the amount of $226,350. Effective upon G&C approval through June 27, 2008. 100% General Funds.

Department of Environmental Services

Authorized to enter into a loan agreement with Railroad Land Development LLC, Keene, NH, to provide a loan in the amount of $300,000 for remediation of environmental contamination. Effective upon G&C approval. 100% Federal Funds. Portions of the property have been used, in the past, for loading and unloading petroleum products for the abutting Tide Water Oil Company. This property, which is adjacent to downtown Keene, has been underutilized for the past few decades - mostly for parking and a paved bicycle path. Authorized to retroactively enter into a contract with Weston Solutions Inc., Manchester, NH, to perform the operation and maintenance of the groundwater treatment facility at the OK Tool/Savage Well Superfund Site in Milford, NH, in the amount of $589,383. Effective December 17, 2007 through December 31, 2008. 90% Federal, 10% State Funds. This site was added to the National Priorities List in September 1984 after the discovery of volatile organic contaminants in the Town of Milford water supply well.

Department of Health and Human Services

Division for Children, Youth and Families

Authorized to award annual grants in State Fiscal Years 2008 and 2009 in the amount of $240,000 to twelve NH Family Resource Centers for infrastructure sustainability in the amounts of $10,000. Effective upon G&C approval through June 30, 2009. 100% General Funds. Child and Family Services in Nashua and Monadnock Family Services in Keene will each receive a $10,000 grant.

Authorized to accept a one-time monetary donation from Gordon and Barbara Russell, New Boston, NH in the amount of $500 to support adoption services provided by DCYF. Effective upon G&C approval. Gordon and Barbara Russell are the parents of Daniel and Ruth Russell who have twice adopted children through DCYF.

Division of Public Health Services

Authorized Bureau of Community Health Services, Community Public Health Development Section, to retroactively exercise a sole source contract renewal option with the City of Nashua, Division of Public Health and Community Services, Nashua, NH, (previously approved by G&C on 11-13-02, item #120, amended on 11-19-03, item #84, amended 9-21-05, item #130, amended on 10-21-05, item #51), to provide a broad range of public health emergency preparedness and response activities, by increasing the amount by $848,250 from $1,876,666 to $2,724,916, and by extending the completion date to August 30, 2009, retroactive to August 31, 2007. 85.5% Federal, 14.5% General Funds. These funds will continue to improve disease surveillance and reporting, conduct disease investigations and mitigate hazards and vulnerabilities. This agreement also included funds for a disaster behavioral health liaison to recruit and train regional teams on central and southern New Hampshire.

Bureau of Medical Services

Authorized Disability Determination Section to amend an agreement with Susan T. Clark, Registered Nurse, Goffstown, NH, (previously approved by G&C on 3-8-07, item #89), to function as a Disability Determination Reviewer by increasing the price by $1,782 from $36,480 to $38,262. Effective upon G&C approval through June 30, 2008. 50% Federal, 50% General Funds. This person will provide a wide range of medical and related expertise for assessing, determining and reviewing applicant eligibility for program benefits under Medicaid.

Authorized Disability Determination Section to amend an agreement with Marie P. Cote, Registered Nurse, Merrimack, NH, (previously approved by G&C on 6-22-05, item #333, amended on 6-13-07, item #399, amended on 10-31-07, item #95), to function as a Disability Determination Reviewer by increasing the price by $2,090.88 from $85,328.20 to $87,419.08. Authorized to amend an agreement with Home Health and Hospice Care, Nashua, NH, (previously approved by G&C on 6-13-07, item #313), to provide Homemaker, Adult In Home Care, and Alzheimer's Disease and Related Disorders Respite Care services, by increasing the amount by $27,924.99 from $519,366.52 to $547,291.51. Postsecondary Education Commission

Authorize to award a $5,000 grant to Daniel Webster College, Nashua, for the purpose of granting scholarships to NH residents who have completed their freshman year and who will be selected for scholarships by the college on the basis of financial need or merit. Effective upon G&C approval through June 30, 2008. 100% General Funds.

Authorize to award a $13,000 grant to Saint Anselm College, Goffstown, for the purpose of granting scholarships to NH residents who have completed their freshman year and who will be selected for scholarships by the college on the basis of financial need or merit. Department of Education

Authorized to grant funds to Rivier College, Nashua, NH, to develop a Cadre of Teacher Leaders of Elementary and Middle School Science in an amount not to exceed $102,706. Effective upon G&C approval through June 30, 2009. (2)Further Authorized to exercise a renewal option on this grant for up to two additional fiscal years. 100% Federal Funds.

Department of Safety

Authorized Division of Motor Vehicles to enter into a retroactive, sole source contract with TreMac Development, LLC, Keene, to provide parking area space for the Motorcycle Rider Training Program for an amount not to exceed $7,000. Effective November 1, 2007 through December 31, 2008. 100% Agency Income Funds.

Department of Transportation

Authorized Bureau of Right of Way to transfer a parcel of State owned land located in Milford to The Eber and Trudy Currier Family Trust in exchange for the transfer of a parcel of land owned by The Eber and Trudy Currier Family Trust to the State of NH. Effective upon G&C approval.

Authorized Bureau of Planning and Community Assistance to enter into agreements with the municipalities of Peterborough, Portsmouth, Salem and Swanzey delineating duties and responsibilities of both the State and the municipalities in providing funding and services necessary for completing a total of 4 projects involving Class I, II, IV and V (Municipally-maintained) Highways through the municipal-managed process. Effective upon G&C approval through June 30, 2013. 80% Federal, 20% Local Match Funds. In Peterborough, Approximately 1000 feet of US 202 will be reconstructed at the intersection of Main Street (500 feet on either side of the intersection). Another project is the State Aid Bridge project to Rehabilitate the Main Street over the Contoocook River Bridge. This has been a much-needed project for Peterborough and the subject of many meetings with elected officials from Peterborough and the state, and the Department of Transportation. The Swanzey Project is the Stabilization of the Thompson Covered Bridge Pier.

Authorized Bureau of Rail & Transit to enter into a retroactive lease agreement with Breakwater Condominium Association, Merrimack, NH, for a parcel of land with a private pedestrian crossing in the amount of $1,925. Effective January 1, 2008 through December 31, 2008.

Authorized to hold a Public Hearing to approve an award of a State Guarantee under RSA 162-A:13 with respect to a loan from Monadnock Community Bank and E.F. Lane Hotel, LLC in Keene, New Hampshire. Action will Authorized a Resolution under RSA 162-A:18 to determine the financing will serve a public use, provide public benefit and is within the policy and authority of the Act.

Authorized to hold a Public Hearing with respect to the contract ("Capital Access Program: Lender Participation Agreement") with The Nashua Bank. Action will Authorized Resolutions under RSA 162-A:18 to determine the contract will serve a public use, provide public benefit, the proposed participating bank is qualified to participate, appropriate measures have been taken to ensure CAP loans will be made under the requirements of the Act, the contract complies with RSA 162-A:12, and reasonable precautions have been made to minimize loss, all within the policy and authority of the Act. Community Development Finance Authority

Authorized to enter into an agreement with the City of Keene, NH, for the purpose of supporting the acquisition of a condominium unit at Railroad Square in order for Southwestern Community Services to develop affordable senior housing in Keene in the amount of $500,000. Effective upon G&C approval through December 31, 2009. 100% Federal Funds.

Department of Cultural Resources

Authorized Division of Arts to award a Mini-Grant in the amount of $1,000 to the City of Nashua. Effective upon G&C approval through June 30, 2008. 100% General Funds. This award will be used to promote ArtWalk Nashua, a collaboration of artists, galleries, studios and arts organizations designed to connect Nashua area artists with a larger audience. The program is centered around Saturday afternoon events, where studios and galleries open their doors to the public without charge.

Attorney General

Authorized to enter into sub-grants with the agencies, as detailed in letter dated November 27, 2007, totaling $712,974 from the previously accepted 2007 Violence Against Women Formula Grant, designed to provide services for women in NH who are victims of violent crimes. Effective upon G&C approval through February 28, 2009. (2)Further Authorized to enter into sub-grants with the agencies as detailed in letter dated November 27, 2007, totaling $174,000 from the 2006 Violence Against Women Formula Grant, designed to provide services for women in NH who are victims of violent crimes. Effective upon G&C approval through May 31, 2008. 100% Federal Funds. The Nashua Police Department received a $63,125 Grant.

Department of Corrections

Authorized to enter into a contract with Community Improvement Associates, Keene, NH, to operate Academy Case Management Programs for the Sullivan County area in the amount of $169,880. Effective January 1, 2008 or upon G&C approval, whichever is later, through December 31, 2009. 100% General Funds.

Authorized to enter into a contract with Community Improvement Associates, Keene, NH, to operate Academy Case Management Programs for the Cheshire County area in the amount of $188,280. Effective January 1, 2008 or upon G&C approval, whichever is later, through December 31, 2009. 100% General Funds.

Authorized to enter into a contract with Southern NH Services Inc., Manchester, NH, to operate an Academy Case Management Program "Academy" for the Southern Hillsborough County area in the amount of $160,800. Effective January 1, 2008 or upon G&C approval, whichever is later, through December 31, 2009. 100% General Funds.

The above three contracts are to fund Academies which provide identification, assessment, referral to treatment, case management and monitoring of drug dependent offenders. The Academy Programs throughout the state assist to divert both technical parole violators and new prison-bound offenders so as not to increase the state prison population while not adversely affecting public safety or truth in sentencing.

Department of Environmental Services

Authorized to amend a Businesses United for Water Security Installation grant to the City of Keene, NH, (previously approved by G&C on 3-21-07, item #43, amended on 6-27-07, item #117), to complete a project to better protect drinking water from contamination, by extending the completion date to September 30, 2008 from December 31, 2007. Authorized to award six Regional Water System Grants to the entities as detailed in letter dated November 14, 2007, totaling $1,050,694, to compensate interconnection projects. Effective upon G&C approval. 100% General Funds. Pennichuck Waterworks will receive a grant for $264,169.00. It will be a 25% state contribution of eligible costs incurred for the planning and design and construction of interconnections between different systems or for the investigation of man-made contamination.

Department of Education

Authorized to enter into a contract with Connie Upschulte, Nashua, NH, School Improvement Coach, to provide support and technical assistance in mathematics to schools and districts and designated as in need of improvement and provide professional development to NH educators in an amount not to exceed $8,000. Effective upon G&C approval through June 30, 2008. 100% General Funds.

Department of Safety

Authorized Division of Motor Vehicles to amend a sole source contract with Mareld Company Inc., Nashua, NH, (previously amended by G&C on 12-12-06, item #153B), to house the Motor Vehicles sub-station in Merrimack, by extending the end date from December 31, 2007 to December 31, 2008. 100% Highway Funds.

You may have read about this contract in the local papers. The DMV substation is in Merrimack now, in a place where it is not welcome. I would like to investigate the possibility of moving it to our Welcome Center at Exit 6 in Nashua. Most of the people who go for driver's license renewals come from Nashua and it makes sense to me to put the substation where it is convenient to more people.

Authorized Division of Fire Standards & Training and Emergency Medical Services to enter into a contract with Controtech Temperature Controls/Energy Management Systems of Keene, NH, to provide annual inspection and maintenance service on the boilers, and HVAC equipment in specific buildings at the Fire Academy in an amount not to exceed $66,566. Effective upon G&C approval through June 30, 2010. 100% Fire and EMS Funds.

Authorized Division of State Police to enter into a sole source contract with J.P. Pest Services Inc., Milford, NH, to provide pest control services at Troop A in Epping, Troop B in Milford and Concord in the amount of $3,630. Effective January 1, 2008 or upon G&C approval, whichever is later, through December 31, 2012. 81% Highway, 19% Turnpike Funds.

Department of Transportation

Authorized Bureau of Bridge Design to amend a contract with Stantec Consulting Services Inc., South Burlington, VT, (previously approved by G&C on 3-22-00, item #158), to complete the design services of the rehabilitation project on the F.E. Everett Turnpike NB & SB bridge over the Souhegan River in Merrimack, NH, by increasing the amount by $131,673.78 from $390,831.99 to $522,505.77 for additional design services, and by extending the completion date from December 28, 2007 to December 31, 2008. 100% Turnpike Funds.

November 28, 2007 Meeting

The next Governor and Council Meeting will be held Tuesday, December 11, 2007, in the Governor and Council Chamber, State House, Concord, NH.

Department of Resources and Economic Development

Authorized Division of Parks and Recreation to grant a utilities easement in perpetuity to Verizon, for utilities required for the new "Gilson Pond Campground" at Monadnock State Park in Jaffrey, NH. This is an easement for the utility poles and phone and power lines needed to service the campground. If the easement were not granted, the Department of Resources and Economic Development would have had to install and maintain the poles, lines and utility corridors from the campground to the road.

Authorized Trails Bureau to enter into Grant-in-Aid Trail Maintenance contracts (winter trail grooming) with the OHRV clubs in the total amount of $1,573,098.55. 100% Other Funds.

Authorized Division of Travel and Tourism Development to award grants to the organizations as detailed in letter dated November 28, 2007, in the total amount of $21,851 for their 2007/2008 out-of-state marking project under the Joint Promotional Program. Effective upon G&C approval. 100% General Funds. The Peterborough Chamber of Commerce will receive a grant for $13,236 for the 2008 Area Brochure.

Department of Environmental Services

Authorized to accept and expend a grant in the amount of $40,000 with the US Fish & Wildlife Service for the removal of the Merrimack Village Dam. Effective upon G&C approval through December 31, 2008. Fiscal Committee approved. The Merrimack Village Dam is the first dam located on the Souhegan River in Merrimack. The Souhegan River is a tributary to the Merrimack River and is one of 14 Designated Rivers under the NH Rivers Management and Protection Program. The impoundment created by the dam extends upstream approximately 1,650 feet to just below the Everett Turnpike Bridge. As with virtually any dam removal, the Merrimack Village Dam removal project represents an opportunity to restore a stretch of river to its former free-flowing condition, provide fish passage, eliminate a public safety hazard, increase river-based recreational opportunities and provide potential education and outreach possibilities.

Authorized to approve a Supplemental Loan Agreement with the Town of Jaffrey in the amount of $850,000 to finance the River Street Water main Replacement project. Effective upon G&C approval. This agreement finalizes the principal loan amount disbursed and establishes the loan repayment schedule.

Action will Authorized a Resolution under RSA 162-I:9 to determine the financing will serve a public use, provide public benefit and is within the policy and authority of the Act. The financing is, in large part, for refinancing of bonds, but there is also money for electrical infrastructure, a new pharmacy and money for the connector road, site work and other infrastructure.

Office of Energy and Planning

Authorized to enter into a contract with Southwestern Community Services Inc., Keene, NH, as a grant recipient under the Head Start Program in the amount of $50,042. Effective upon G&C approval through June 30, 2008. 100% General Funds. These funds are used to supplement Head Start salaries and were based on the number of children served. The programs are child-centered and have the goal of increasing school readiness of young children in low-income homes.

Authorized Division of Forests and Lands to accept and expend $343,674 in federal funds from the Land and Water Conservation Fund from FY 06 and FY 07 apportionment. Effective upon G&C approval through June 30, 2008. (2) Further Authorized to accept and expend a donation of $252,729 from the Monadnock Conservancy. (3)Further Authorized to acquire 352 acres of land in the towns of Peterborough, Temple, and Sharon by warranty deed from Temple Highlands LLC, Temple, NH, for an amount not to exceed $1,000,100 including closing costs. 34% Federal, 25% Private/Local, 41% General Funds. Fiscal Committee approved. The Temple Mountain Land is one of the most visible and beloved landmarks in southern New Hampshire. The 352-acre property is located on Route 101 at the gateway to the Monadnock Region, 30 minutes from Nashua. It is the site of one of America's first downhill ski areas, which closed in 2001. The property includes a prominent ridgeline, a popular section of the 21 mile Wapack Trail, a cross-country ski trail network and diverse wildlife habitat. The property abuts Miller State Park on Pack Monadnock (New Hampshire's oldest state park.)

Authorized to amend a sole source contract with Nobis Engineering Inc., Concord, NH, (previously approved by G&C on 6-27-07, item #123), to conduct groundwater sampling and monitoring well assessments and improvements by increasing the amount by $150,000 from $725,000 to $825,000. Authorized to increase the rate of toll at Hooksett, Bedford, Dover and Rochester Mainlines by 25 cents for single rear tire vehicles (classes 1-4) and by 50 cents for duel rear tire vehicles (classes 5-12). Amendment: Authorized to increase the rate of toll at Hooksett, Bedford, Dover and Rochester Mainline tolls and the Hampton Side tolls by 25 cents for single rear tire vehicles (classes1-4) and by 50 cents for the duel rear tire vehicles (classes 5-12).

Increase the I-95 toll 50 cents for single rear tire vehicles (classes 1-4) and $1.00 for duel rear tire vehicles (classes 5-12).

You may have read about this proposal in my last Council update or in the news. I remain convinced that Merrimack deserves some relief and is paying a disproportionate share of the tolls in New Hampshire. I have convinced one other Councilor. And the Governor is quoted as saying, "I think we should provide relief to Merrimack and I have empathy for the people there." I offered an amendment to the proposal to provide Merrimack with some toll equity. It was tabled and will be taken up at the Council meeting later this month (October 31st) in Merrimack. So, for that reason, and because I was concerned with the rapidity of the vote after only a two week period, my vote was a no vote. Most people agree the work on the bridges and Turnpike need to be done. The "how," the "when," the "how much" and Merrimack were and are my concerns.

Colt Refining processes industrial scrap metals and removes gold, silver and other metals. Authorized to enter into an agreement with the County of Cheshire, Keene, NH, for the purpose of supporting the acquisition of a portion of the building in Keene for Southwestern Community Services. Southwestern Community Services will relocate its Head Start Center and fit up the remainder for administrative and program office space for Southwestern Community Services.

(2)Further Authorized to advance Southwestern Community Services, Inc., $324,670 to operate between monthly reimbursements from the State. The Fuel Assistance Program is a statewide program that makes home energy more affordable for income-qualified families, disabled and elderly residents of New Hampshire. I made the motion to table this contract. Last year, when this contract was amended, we were told that the contract would be put out for competitive bid this year. As you can see, it is for an enormous amount of money. We were being asked to continue with a no bid contract after its expiration date, and I felt that it should be re-bid. Councilors Beverly Hollingworth and Ray Burton supported my move to table this item. We were assured that services to clients would not be stopped as a result of tabling this item.

Authorized to retroactively enter into subgrants with the Bow Police Department, Manchester Police Department, NH Liquor Commission, Seabrook Police Department, Sullivan County Sheriff's Dept & Nashua Police Department totaling $226,781.00 from the FFY 2006 Byrne Justice Assistance Grant Program which provides funding for programs to improve the functioning of the criminal justice system from the period of Governor and Council approval to September 30, 2009. 100% Federal Funds. Each of these grants will provide funding for a safe facility with trained staff and security to allow supervised visitation and safe exchange of children by and between parents in families where there is a history of violence. Authorized to award a Local Source Water Protection grant to the Pennichuck Water Works, Inc. of Merrimack, NH in the amount of $15,000.00 to complete a project to protect drinking water from contamination, effective upon Governor and Council approval through June 30, 2008. 100% Federal Funds. Pennichuck Water Works will use its funds to conduct a social marketing assessment within the Stump Brook subwatershed. The assessment will identify target areas within the drinking water supply source area and assess why residents are choosing certain behaviors that may contribute to non point source pollution. The results will be used to develop an education action plan to help protect this and other drinking water sources.

Department of Education

Authorized to contract with Bruce Thielen of Keene, NH to provide targeted technical assistance services to school districts around the State of NH. To be in effect from the date of Governor and Council approval through June 30, 2008 in an amount not to exceed $50,000.00. 100% Federal Funds. Further Authorized the payment for services rendered and approved in lieu of withholding at least 25% of the total value of the contract.

April 18, 2007 Meeting

Comments about my vote for Mark Bodi for Liquor Commissioner

I have given a lot of thought to this important nomination and want to say a few words.

First, once again, the Governor has brought to the Council a man of fine character and excellent qualifications. Even with that, I had to wrestle with the question of whether there was any kind of conflict of interest for me to vote and for Mark Bodi to serve in this position.

As elected officials, we must carefully assess potential conflicts. For years, I did so in the House and Senate to make sure I was conflict-free in my votes. In this case, Mark Bodi did make a contribution to my campaign. Certainly, though, we can't exclude excellent people who have given contributions, from public service. I did ask the State Executive Ethics Commission about this and was told there is no conflict so long as a contribution is disclosed, and of course, I did so. Further, I would never vote in favor or against someone whether he did or did not contribute to my campaign.

I also considered the potential conflict issue around Mark's employment in his advertising agency which does business with the State's Liquor industry.

When considering these important nominations to State positions, foremost in my mind is that we need knowledgeable and qualified people to assume these crucial posts. When I vote for a qualified judge, for instance, I know I cannot reject him or her solely because he or his firm represented clients who will come before the court. When we have an applicant's word he will recuse himself in cases of conflict and we know he is a person of integrity, we believe he will. And the same goes for a nominee to lead a state agency who might have worked in one industry or another and have gained valuable knowledge and experience. And if confirmed to lead an agency, she might be regulating that industry. We, the Governor and the Councilors, need to satisfy ourselves she will work solely for the public's interest when she comes into state government. If not, we should not entrust that nominee with such important public responsibilities.

In this case, Mark Bodi will be severing all business ties with his former company. He will not be receiving compensation or payouts in the future. When he and I met to discuss his nomination, he assured me he will recuse himself from discussions and votes on any contracts for which his former company will be competing. Those statements were reassuring to me.

The Public Hearing was very helpful to me in reaching my decision. Of course, it was an entirely open process, and I learned from a wide variety of New Hampshire people about Mark's outstanding qualities - his integrity, his generosity to the state, his creativity and work ethic.

I had all of these thoughts about qualifications and conflicts in mind when evaluating this nominee. I have satisfied myself that Mark Bodi is a man of integrity and ability. He has convinced me he will do a great job as Commissioner. And he will get my vote.

Division for Juvenile Justice Services

Division for Children, Youth & Families

Authorized to provide quality child care awards in the amount of $125,168 to a total of twenty-seven accredited child care programs throughout the State of NH who partner with the DHHS to provide child care services. Bright Horizons Family Center in Nashua, Children's World Learning Center in Nashua and Merrimack, Rivier College Early Childhood Center in Nashua, Southwestern Community Services in Keene and the SWLC (Small World Learning Center) in Nashua were awarded funds. Authorized Bureau of Highway Design to amend a contract with McFarland-Johnson Incorporated, Concord, NH, and Binghamton, NY, (previously approved by G&C on 11-13-02, item #171), for the final design of the Manchester Airport Access Road in the Towns of Bedford, Londonderry and Merrimack and the City of Manchester by increasing the fee by $291,596.77 from $7,733,664.32 to $8,025,261.09 for additional design services, and by extending the completion date from April 15, 2007 to May 1, 2008.

Authorized Bureau of Highway Maintenance (Well Section) to enter into a contract with Capital Well Company, Dunbarton, NH, for the grout sealing of abandoned wells on the properties of Sonia Gauthier, Auburn, NH, Carol Estes, Northwood and Josh DiJoseph, Barrington, in the amount of $10,115. Authorized Bureau of Construction to enter into a contract with Brox Industries Inc., Dracut, MA, on the basis of a low bid of $1,393,613 for roadway resurfacing of 16.5 miles of the F.E.
